This monument was built by everyone concerned the local district in 20th, Apr. of 1964(Showa 39).
Seigetsu didn't satisfied with that the traditional Haiku had been mainly composed of "Sketch" and "Kacho-Fuuei" and he opened up the new field of in Haiku called "Tenna-gin" that undergo a complete change of Chinese poem and yet be in concert and harmonize with it. This Haiku was composed of Toho's seven words of Chinese poem that imply the famous Chinese poet "Rihaku" is soaked in drink.
